The Federal Government is to spend N2.3bn on legal bills in the proposed 2013
budget.
The N2.3bn is part of the N5.5bn allocated to the Ministry of Justice headquarters.
A total of N22.4bn was allocated to the justice sector in the proposed budget.
A copy of the document which was prepared by the Budget Office of the Federation, was obtained by our correspondent on Tuesday.
However, the N2.3bn is short of what was budgeted for the same item in the 2012 budget. A total of N3.1bn was budgeted for legal services in 2012.
But while the budget for legal bills decreased, the total allocation for the sector rose in 2013.
A total of N21.4bn was allocated to the sector in 2012, but the allocation rose by about N1bn bringing to N22.4bn in the 2013 budget.
The justice sector comprises the Ministry of Justice headquarters and eight departments and agencies namely Nigerian Law Reform Commission, Legal Aid Council, Council of Legal Education, Nigerian Institute for Advanced Legal Studies, Regional Centre For International Commercial Arbitration, National Drug Law Enforcement Agency, Nigerian Copyright Commission and the National Agency for the Prohibition of Trafficking In Persons.
The total allocation to the Ministry of Justice headquarters dropped from N5.9bn in 2012 to N5.5bn in 2013.
On the other hand, the sum allocated to the Nigeria Law Reform Commission rose from N360,706,679 in 2012 to N394,804,695 in 2013, just as the Legal Aid Council allocation rose from N895,248,568 in 2012 to N1,698,068,508 in 2013.
Also, the allocation to the Council of Legal Education rose from N1,309,697,710 in 2012 to N1,488,752,259 in 2013, while that of Nigeria Institute for Advanced Legal Studies, increased from N593,857,856 in 2012 to N714,836,936 in 2013.
However, the allocation to the Regional Centre for International Commercial Arbitration fell from N88,618,484 in 2012 to N81,682,947 in 2013.
The NDLEA allocation rose from N9,611,197,954 in 2012 to N9,845,286,556 in 2013, while that of the NCC fell from N863,802,488 to N839,159,938 in 2013.
NAPTIP’s allocation equally fell from N1,870,738,910 in 2012 to N1,795,906,477 in 2013.
Further breakdown of the allocation to the Ministry of Justice headquarters shows that the ministry will spend N24.7m for fuelling of vehicles.
The same amount is to be spent on fuelling plants and generators, while N2.8m was budgeted as cost of fuelling other transport equipment.
The sum of N14.7m was budgeted for vehicle maintenance, while N9.9m would be used for the maintenance of plants and generators. Also N142.2m will go into the purchase of office stationery and computer consumables.
The ministry headquarters will equally spend N160.02m and N49.04m on uniforms and security services respectively.
Electricity and telephone charges will consume N24.7m and N11.7m respectively.(PUNCH)
